Exercising the Plan

 Words on paper leave planning and plan
execution on a theoretical level that may not
prove to be effective when a pandemic wave
spreads across the country. Exercising the plan is
a way to evaluate the likelihood that it will serve
its purpose at the critical time and help to identify
areas that need more attention.

 As you will have found, pandemic planning
involves the collaboration of a number of people
representing a variety of public and private
organizations. The extent of the nondiscriminatory
effects of a pandemic on various types of
organizations make interorganization exercises
the most effective way to test the plans. The
collaboration began during the planning stages
and extends to include exercising the plans when
they are thought to be complete.
