Organizing for Planning

Figure 1 shows the organizational chart for a
simple committee tasked with the responsibility
for developing the influenza plan. In this case the
group is referred to as the Pandemic Influenza
Planning Committee. There is a Planning
Committee Coordinator (Coordinator) charged with
the oversight of three supervisors (Planning,
Medical, and Training & Education), each with a
distinct scope of responsibilities. The names of
the positions are not critical but the ones
illustrated are descriptive of the scope of the
responsibilities that will be assigned to the person
filling each role. The nature of the responsibilities
of all members of the committee will be outlined in
detail in this section.

The size and complexity of each organization
working through the planning process will dictate
whether or not this particular planning committee
structure will meet all of its needs. One thing is
certain, however. That is, the development of an
effective pandemic influenza plan will require an
organized effort in order to make the planning
process work, giving the execution of the plan the
greatest likelihood of success.
