Security Plan
The need for law enforcement and security
forces to fill their traditional roles will not end as a
result of the arrival of a pandemic. The pandemic
will, however, bring new issues and challenges
that may need to be met by local security officials.
People whose lives or livelihoods are being
threatened, either by a virus or government
actions taken to address the pandemic threat, may
resort to their own means of protecting their
interests or resisting the lawful efforts of health
authorities to implement community containment
measures such as isolation and quarantine.
